Terms and Conditions

Tong Community Centre hereinafter referred to as ‘the Hall’, Tong Recreation Association Committee referred to as ‘the Committee’ and the Hirer named on the Booking form as ‘the Hirer’.  

Booking

All applications for the hire of the building must be sent to the TRA. The person named on the booking form shall be considered the Hirer. Where an organisation is named, the person signing hereby confirms that they do so with full authority of the organisation.  The Hirer must be over 21 years of age. 

Safety

The Hirer should be aware of the Fire Safety Floor Plan of the Hall, which is on display.  Hirers are responsible for health and safety issues and providing information about safety procedures, Fire Exits etc. Any accident must be recorded in the Hall Accident Book to be found in the Office. 

Hire Charges

The hiring charges shall be those shown on the website and determined by the TRA. 

Cancellation

The Committee reserve the right to cancel any booking in the event of: 

  • The Hall being required for use as a polling station 

  • The Committee considering unlawful activities will take place 

  • The Hall is required for emergency use 

  • The Hall or part of the Hall is considered unsafe. 

Right of refusal

The Committee may refuse any application for the hire of the building without stating a reason. No organisation shall be deemed to have an undisputed right to an unbreakable series of bookings. In cases of doubt or difficulty the Caretaker shall refer the case to the Committee whose decision shall be final. 

Alcohol

Alcoholic drinks may be served free but NO sale of alcoholic drinks may be undertaken. No events may be advertised stating the availability of alcoholic drinks without the prior permission of the Committee. 

Food and Service Preparation

It is the responsibility of the Hirer to take account of and comply with any relevant food hygiene regulations. 

Furniture, Equipment and Utensils

The Hirer is responsible for returning tables and chairs to the positions/ locations as found; this includes replacing articles in storerooms and cupboards. Any kitchen utensils used shall be washed and dried and replaced to where found. No notices, pictures, etc may be pinned, nailed or stuck (tape or BluTack) to the walls of the Hall. Notice boards are provided and should be used.  

Electrical Appliances

The Hirer shall ensure that any electrical appliance brought into the Hall and used there shall be safe, in good working order and used in a safe manner. No additional heaters are allowed in the hall and extension multiple plug banks shall not be used. 

Public Entertainments, Music & Dancing

All music must cease at 11.30pm on a Saturday evening and the hall must be vacated by 11.30pm unless special arrangement has been agreed with the TRA.  

Other Licenses, Theatre & Performing Rights Society

The Hirer is responsible for obtaining the requisite Performing Rights Society License and any other license that may be required for their intended purpose. Any such license must be exhibited to the Committee. 

Occupation and use

The hire of the building is for the specific agreed times shown on the booking form and does not entitle the Hirer to use or enter the Hall at any other time.  

Sub-let

The Hirer shall not sublet the building or any part thereof. 

Advertising

All advertising of events should conform to the conditions of hire.  Advertising includes posters, newspaper inserts, magazine inserts, tickets, radio and television announcements, social media, internet websites, and all other forms of media. Advertising which does not conform to the conditions of hire may result in the forfeit of deposit. 

Breakages and Damage

The Hirer is responsible for all damage to the building, equipment, furniture and property in the building & grounds occurring during the period of the hiring or while persons are entering or leaving the building. The Hirer will be responsible for replacement ‘as new’ of any equipment, furniture or property and for the full cost of making good any damage to the building, fixtures and fittings. All breakages, damage and faults (e.g. light bulbs, electrical sockets) must be reported to the Caretaker or a member of the Committee. 

Indemnity

The Hirer shall indemnify and keep indemnified each member of the Committee against any claim which may arise out of the hiring or which may be made by any person using the building during the hiring in respect of any claim, loss, damage, costs or injury to persons. The Hirer is urged to take out adequate insurance to insure the hirer and members of the hirer’s organisation or invitees against the hirer’s liability under this paragraph. 

Entry

The right of entry to the building is reserved to the Committee and any other agent of the Committee and any police officer at any time during the hiring. 

Conduct and Good Order

The Hirer shall ensure that good order is kept in the building during the hiring. The Hirer will also ensure that those attending the engagement maintain good order during arrival and departure from the building. At all times the Hirer will take reasonable care to ensure that the occupants of neighbouring properties are not inconvenienced by noise, obstruction by vehicles and the like. 

Cessation of activity

The Committee or Committee Member(s) reserves the right to put a stop to any entertainment or meeting not properly or reasonably conducted. 

Condition on vacation

On vacation of the building, the Hirer shall leave the building in a clean and orderly state. If the kitchen is used, it is the responsibility of the Hirer to ensure that it is swept and washed and that all work/preparation surfaces are wiped down. Switch off urn after use. All lights must be switched off and taps turned off. All rubbish including empty bottles, cans, paper, food debris and any other waste matter must be taken home or placed in plastic bags and deposited in the wheelie bin at the side of the Hall (if there is sufficient room in the bin). No rubbish bags to be left outside the bin. The hall and cloakrooms must be brushed left in as clean a condition as found. Toilets must be checked and left as they were found. Hirers must check that all windows, internal doors and fire exits are securely shut before leaving. The deposit monies will be refunded after a satisfactory inspection of the building by a member of the Management Committee. 

No additions to the building

No fixtures/fitments of any kind shall be driven into any part of the Building nor shall any placard or other articles be fixed hereto. 

Animals

The Hirer shall ensure that no animals except guide dogs are brought into the Hall. 

Property of the Hirer and the Hirer’s agent must be removed from the building within 15 minutes after the expiration of the hiring. The Committee accepts no responsibility for any property left on the Hall after the hiring. In the case of jumble sales and any other occasion when property is brought into the Hall for sale, all property remaining unsold at the termination of the hiring will be considered the property of the Hirer for the purpose of the condition. 

Signage

The Hirer shall remove any sign, flag, emblem or other decoration displayed by the Hirer outside or inside the building if in the opinion of a Committee Member it shall be unseemly or expose the building to an undue risk of fire or in the opinion of the Committee it is likely to lead to disturbance or a breach of the peace. 

Fire Exits

No exits may be blocked, chairs or other obstructions must not be placed in corridors or fire appliances removed or tampered with, and fire doors must not be propped open. 

Lighting

No additional lights or extension from the existing electric light fittings shall be used without the previous consent of the Committee. 

Stage shows

Any show involving the use of scenery or the like on stage is subject to approval by the Committee. 

Capacities

The maximum number of persons allowed in the building at any one time is 200 with no seating and 144 with seating.  

Smoking

Smoking is NOT permitted in any part of the building at any time. 

Keys

Keys must be returned to the Caretaker immediately after the event. Either the same day or the next day. 

Car Parking

Cars are parked at owners own risk 

Hire Period

The hire period is the time that the hirer commences and finishes using the hall. It includes the time taken for opening, preparation, cleaning and clearing the Hall.
